Did you recently install some software, such as a device driver or third-party firewall, or burning software?

If yes, uninstall it in Windows Safe Mode, then restart.

If above does not help, do ALL:
Run Malwarebytes.
Update Antivirus and run.
(if needed start with F8 and choose Safe Mode with Networking)
Update all drivers (from Manufacturer's site only).
Run Manual Windows Update.
Run msconfig, select Normal Start option, Apply and restart.

You have to be a little bit crazy to keep you from going insane.

If that does not help, do a System Restore in Safe Mode.

There is a way to boot to some repair tools. One may be the restore point or one might select the repair option.

Some computers have a F key also that can select repair options but be careful. They may reload the OS, It might be needed to do at some point also.
Hang up and live.
