My sounds work, but not on websites. IF I go to a website that is a community and there is a notification sound like a buzz or a ring, it doesn't work. It use to work but does not anymore. This occurs on all browsers. IE, Fire fox and Chrome

is any sound coming from the browser at all?

If you click the speaker in your taskbar, and go to mixer, see if the volume control for the browsers are listed.

Other than that, you can go to sounds (type "change sound card settings" into search, and then click sounds) and look at windows explorer and see if those are muted or off.
