Do you know if you have your web browser window maximized?

Try this:

With your browser window open and on the screen (notice that the
window is on the screen-- the opposite of a screen on a window to
keep flies from coming through), hold down the Windows key and
hit the down arrow key.

If your browser window was maximized, it will now be restored to
a normal window. If it was a normal window to begin with, it will
now be minimized to the task bar.

Hold down the Windows key and hit the up arrow to restore or
maximize the browser window again.

Do the buttons on the window title bar come into view when you
restore the browser to a normal window? If so, can you click on
them with the mouse? Can you grab the title bar with the mouse
and drag the window around the screen?

People keep reporting this sort of thing happening and I have
not been able to get enough information to figure out the cause.
It generally gets fixed eventually, somehow.

First, is EVERYTHING except the wallpaper really moved down
and to the right? So any and all desktop icons also moved down
and to the right of where they were? How about the Taskbar?
Is that also moved down and to the right? When you open the
Start Menu by pressing the Windows key, is the Start Menu also
moved down and to the right?

Or is it just your browser window that moved?
Or maybe all program windows, but nothing else?

When you say that dragging isn't working, does that mean you
can't move icons on the desktop? Does it mean you can put the
mouse pointer on a window title bar but the window doesn't move
when you move the mouse? Or is the problem that you can't
even get the mouse pointer on the title bar? Or what?

or just upload a screenshot to something like imgur.com

you should be able to find your downloads via file explorer
by browsing to;
C:\Users\%USERNAME%\Downloads

you do not even have to change %USERNAME% to your actual username :)

edit: wait is he talking about task bar tray icons dissapearing or app windows or both?

"This happend when google changed my downloading system"

What exactly does that mean? Are you asking about Google Chrome? Any what do you mean by screen...the browser window? Did you try resizing it or using the minimize/maximize buttons at the upper right? There shouldn't be anything after the "new tab"

"The new Win 10 Creator's update has changed the DPI setting. It is now called Override high DPI scaling behavior. Scaling performed by: Application."

------------------------------------------

This is worth a try, but i still cant guarantee succes:

hit the windows key & type dpi of display

if you can not use your mouse in the window use these keys:

[
with tab (next option)
shift+tab (previous option)
and the arrow keys you can navigate
]
set the following options:

Scale and layout to 100% (Recommended)
Resolution to whatever is recommended (probably 1920x1080)
Orientation to landscape

then select the blue text "Custom scaling" & hit enter
hit tab to enter the value 100
press tab to move to the option apply & hit enter

if nothing has changed by now, you might need to do a re-boot

You didn't answer my 1st question - what do you mean by "google changed my downloading system"?

Did you mess with the graphics drivers or change the screen resolution?

Increasing the resolution of the monitor (DPI or dots per inch) will shrink icons and windows that are not maximized. I do not know what they would do to the Task Bar but it might help. If you are on the desktop (no windows open) then you can right click on the desktop and select Display or Display Resolution for the setting window to open.

If something effected the system files or registry (update, glitch, malware) then doing a System Restore to a date well before the changes happened will restore these critical parts to their older settings and may very well fix all of your problems.

You have to be a little bit crazy to keep you from going insane.
