tap f8 during boot and choose last know good config/repair/system repair. for a start

i hate computers!
but cant help myself....

Apply the above steps otherwise you have to format your system.Before formatting take the backup of your lost files and folder so that your data will remain safe.Otherwise, you can recover formatted data with the help of data recovery software like Stellar, recuva and many more

do not format, unless you have a full copy of win 7 with key, most systems of the last 5yrs come with a hidden partition that contains a full factory restore of your original os and apps, as the day you bought it, if you format the drive you will delete that partition and be unable to restore your original OS.

You can install the factory restore by tapping a key at boot usually an F key, however you will have to check with your manual or manufacturer for which key/s to tap at boot.

as your system is rebooting time after time, you may take out the hard drive and save your files by adding the drive to another system, then copying. (do not format)
replace in your machine and then run the factory restore.
