My mother in laws HP desk top is in power saving mode or maybe it's the monitor itself. Either way how do I fix this for her
You really should describe the problem in more detail.
My guess is that when you turn on the computer and monitor,
the monitor displays a message that it is not detecting a signal.
If so, that message might persist for a short time before the
monitor goes into sleep mode. Is that what happens?
Check that the video cable is properly connected from the
computer to the monitor. Check that it is plugged into the
connector you think it is. VGA, DVI, DisplayPort, or HDMI.
Check that the monitor is set to use that connector. If there
is more than one HDMI connector or more than one DVI
connector, check that, for example, if the cable is plugged
into HDMI-2, the monitor is set to use HDMI-2.

If the monitor is displaying anything on the screen, such as "no signal" or "power saving mode", there's probably nothing wrong with it. Double check the cables as mentioned above but the problem is likely with the tower. We need more info. Make/model/model numbers & if there are any beeps coming from the tower. Have you tried rebooting & if you did, what happened?
It was working fine until she went on vacation. Checked all the cables were good. Yes that is essentially what happens.

What is essentially what happens? Are there beeps coming from the tower? We can't help if you don't explain clearly. We also need the make/model/model numbers. That's very important. Would you call a mechanic about a problem with your car but not tell him (or her) the year/make/model of the vehicle? Same goes for this.
