Sounds like you nee to reformat.
You can try a boot-disc, but it requires a floppy disk - at least to my knowledge.

Repairing the Operating System (or reformatting) requires the Windows 7 disc.
If it's still on warrantty, then your best option is to claim the warranty.

ur hard disk might be damaged as well u did not bother to list any system specs.
lets start basics can u get to bios ?
if so set the boot order to cd\dvd first.
if u have windows 7 disk insert and reboot the setup should launch if u have a windows 7 bootable disk then u should repair ur OS

Forget about floppy disk, they are obsolete.

Everything that needs to be done can be done from the Windows 7 CD

Repairing the Operating System (or reformatting)

Bad advice. Rearing the OS and reformatting are two completely different things.

Repairing the OS will fix a problem without any loss of data.

Reformatting always deletes the data on the disk
