If you are getting nothing, first check your surge suppressor (hopefully you have at least that) and look for the reset button and press. If this does not help, try bypassing the surge suppressor by temporarily plugging into outlet or power strip. If this does not help, check the power supply on the back of your computer to see if it has a reset button (back near where power cord attaches, usually near the top) and press.
If you get a light from your monitor and say your printer, but no light or sound from your computer, you might have damaged the power supply, or other major component. Depending on your skills and budget (and if you have any parts around), you may want to tackle evaluating which to replace. Nothing at all, sounds like power supply, while some noises or attempts to boot up would mean a variety of different components. If you want some advice on what best to try first, try the basics above first and report back EXACTLY what you did, see, hear, and ANYTHING that might display.

In the future, purchase a good UPS (Uninterruptable Power Supply) - basically a battery back up that will allow you to safely shut down during a black out (many have software that will shut down safely for you after a specified time or remaining battery time).
