Can't really advise without some description of the hardware specs and what you may have running on it...

Could be due to lack of RAM, or virus/malware infection, or you may just have way too much crap loading at startup. Without specs or a more detailed explanation, it's just a guess.

Start by installing & running CCleaner-Slim. Run the Cleaner & remove everything it finds. You can customize what does/doesn't get deleted by checking/unchecking boxes on the left side. Then click on Tools > Startup & review the list of startup entries. Generally, very few of them are actually necessary with the exception of anti-virus & network/wireless.

You can also use MSCONFIG to manage your startup programs:

After doing a cleanup, run a full malware & virus scan from Safe Mode.

EDIT: another possibility is overheating. If it's a laptop, try using compressed air to blast any dirt/dust from the cooling vents. Or put your mouth up to it & blow as hard as you can!

My guess would be that your Anti Virus software is performing a scan each time the computer is started.

The suggestions in #2 above are all good too.
