It may just be that Windows has not assigned a drive letter to it when you plug it in (this often happens with external hard drives). Without a drive letter, it won't appear in Windows Explorer.

Open the Disk Management console here;
Control Panel > Admin Tools > Computer Management > Disk Management

If a ribbon for that drive is shown in the bottom-right pane with no drive letter, right-click on it and choose "Change Drive Letter & Paths".
Then click "New" and select a drive-letter for it.
