msoe.dll error message

Specs: Windows 7, Intel (R) Core i7 / 6.00 RAM
I just got my new computer ( windows 7 ultimate) and have downloaded my virtual XP. I had my old hard drive installed into my new computer( which were XP files / operating system )
I know that outlook express is not compatible with Windows 7 , but I thought I could use the virtual XP to transfer all of my files from my old hard drive into my new harddrive? Whenever I try to open outlook express from the old drive I get an error message:
"Windows express could not be opened because MSOE.DLL could not be loaded"?

You can transfer your OE messages on the old harddrive to an USB flash drive and then copy those files from USB flash drive to your account under virtual XP. I hope you know the location of OE messages on the old harddrive.
