It sounds like you do not have enough memory, have too many programs running in the background, or have a malware infection. Of course, you could just have a bad mouse.

Test the system with another mouse that you borrow.
Shut down programs that start with Windows that you do not need running.
Scan your system with Malwarebytes (free).
Consider adding more memory, especially if you are running Windows 7 64bit (32bit should be OK with 2GB, but 64bit needs more).
