missing power icon taskbar

Specs: Windows 7, Intel I3/ 4
I have a Toshiba satellite laptop running Windows 7. The power icon on the taskbar is missing. I went to the taskbar properties and go to POWER and pick “Show icon and notification” but I get a message that states “this icon notification is currently not an active”.
I attempt to go to the System Icons page but the power on/off switch is gray and will not allow me to turn it on.
How can I get back the Power Icon?

I tried the MS solution of going into the regedit and followed the directions but that didn't correct the proble.
