I have a good 250G HDD from a dead win xp machine that I want to xfer the files to a laptop running windows 7 can I do it?

Sure. Go get a USB enclosure for either IDE or SATA (whichever the desktop HD is). Then plug it into your laptop... and copy...

Exactly. Then if you have no other use for it, you can format it and use it for all of your off-machine back ups.

Keep in mind that any programs on the old drive will not work from the USB enclosure so if needed will require installation on the laptop.
