Locking Windows 7 desktop icons arrangement

Specs: Windows 7
With Windows 7 Pro there must be a way to lock the icons in position on the desktop. After reading many reviews from 7 users most are disgusted of no easy way to lock the Icons. After power up they become all rearranged.

Like your name says LOL, try right clicking on the desktop and then click on view. There you can lock the icons.

Right clicking the desktop shows the "Auto Arrange Icon" is not checked. This is not the problem. Aftedr reading blogs I see thousands of people have the same problem. So it's not me or my hardware. The problem is called "Windows 7" WHY, after arranging my desktop Icons do I not have the ability to lock the position of the Icons so that on a restart or power down/power up, to keep them from being re arranged? This appears to be a design flaw rather than an oversight on the part of the Gods at Microsoft.
