Laptop keeps saying starting windows but nothing happens

Specs: Windows 7
My toshiba laptop wont work all it says is starting windows but is not doing anything I did lend it to a friend an when he brought it back it went on to the window asking to repair which it recommed or start windows normal but nothing is happening I found out that my friend use to leave about 16 windows open at the same time an never logged off on any sites so says his partner an used to just shut the lid down on the laptop when he finished doing what ever he used it for could this be the reason why the laptop wont log into windows? would be greatful for any help

Manually shut it off by pressing and holding the power button for at least 10 seconds. Then press it again but tap F8 repeatedly until the boot options window opens.
First try 'boot to last known good configuration' and see if that works.
If it does not, then repeat but choose Safe Mode. If it boots into Safe Mode, then run a System Restore to a date before anyone else used it (you may need to check off 'show more restore points'), or at least a week or two back.
If it does not boot into Safe Mode or will not do a System Restore, you will need a Repair Disk that you should have made when the system was new, but you can make from another Windows 7 machine as long as both are the same type (32bit or 64bit) and do the System Restore from the Bootable Repair Disk.
If it does not repair this way, you will need a Live Linux disk to save your files (unless you already have a good, confirmed back up), and do a Factory Restore from the recovery partition (see your online manual for details) and begin over as it was when new.

You have to be a little bit crazy to keep you from going insane.
