Do you have sticky keys on? It's a function that activates when a Shift key is pressed down too long. Hold the Shift key down for about 5 seconds and you'll hear a beep, if that doesn't fix the issue, then do it again to put it back.

After that, I would check the accessibility options.

If everything looks good, then try out a new keyboard.

Check you keyboard driver in Control Panel > Regional and Language > Language.

The " and @ are reversed between US and UK keyboards along with a few other things you may not have discovered yet.
