Java Proxy setting errors in Win 7 registry

Hewlett-packard Mini 2140 netbook

Specs: Windows 7 pro, 2g
when we go to the java control panel we enter a proxy to eliminate a j script popup error and my question is does anyone know where that would be in the registry? so we can change it fot all users since currently it only works for the current user. unless someone knows how to get rid of the popup for all users without sysprepping it into the image and reimage the computer.

it actually says syntex error
