Generally it is ok. When opening applications, having multiple browser windows open, or you are doing some dvd decoding; you are often going to run the cpu up to 100% at times. Now if the cpu ran at 100% (or high) all the time, it would likely crash windows, cause the cpu to be running hotter than it would otherwise like, and shorten cpu life. It is windows little warning that you are asking it to do more than resources would like at the moment, if it copes, life is good, if it doesn't windows often crashes and is unresponsive. How much ram is on in the computer? While not generally something to be too worried about, if you are seeing this message alot, you need to beef up the computer a bit or find out what is causing high usage all the time.

High CPU usage for short periods is normal and to be expected. But if the high usage is sustained for longer periods you may have a problem that needs to be investigated. It could also mean the system is not up to what it is being asked to do.

Also, if CPU usage is always high, you may need to remove some programs from automatically starting with windows (msconfig, start tab) if they are not needed all of the time. Another possibility if it is high all of the time, is an infection, you can run Malwarebytes (free version) to double check that something did not get past your antivirus program.

You have to be a little bit crazy to keep you from going insane.
