Internet options window too large

Specs: Windows 7
The window is too large and it does not have a mini or max restore button. I have tried moving the window etc to get to the "ok" button-but still not able to see the prompt. I need to be able to delete the temporary internet files & cookies. This is a mini inspiron with windows 7. Thank you!

Change the compatibility mode IE. To turn Compatibility View on, click the Compatibility View button to make the icon change from an outline to a solid color.
This option will be seen on the address bar.

Open Internet Explorer, click on “Tools”, click on “Delete Browser History” then click on “Advanced” and click “Reset”.

Go into Control Panel >> Display.
Make sure Smaller - 100% (default) is selected and click "Apply".

If that does not help or it's already set to 100%, try increasing the display resolution:

Control Panel >> Display
Click "Adjust Resolution"
Click the "Resolution" drop-down arrow and move the slider upwards.
Click 'OK'

This poster is talking about the "Internet Options" screen.

Compatibility View only applies to specific websites.
Flash Player is not involved.
