You are not giving us much information to go on. Internet Explorer not working should not need "i want clean out my computer and start over" which says to me you want to completely reload windows as it was factory shipped. If this is what you want, and you are using a computer that came with Windows 7 pre-installed, most manufacturers include a recovery partition to do this. The first thing you will want to do is back up any of your files since doing a 'Factory Restore' will wipe your entire hard drive and reload it exactly the same way it was shipped originally (make sure your activation key is available) from the compressed recovery partition. Each manufacturer uses a different key or combination of keys during boot up to access this option, just check your manual or online manual for this information.
Or you can give more details on your system and your problem and we can try to help with that instead (the other is always an option, as long as you do not format the hard drive any other way).

if you are saying that your IE9 keeps on saying that it has stopped working??? I have written a post about it here.. since a numerous people is asking about it... so i decided to write about it...
