windows xp mode cannot be installed in windows 7 home editions, only on enterprise, professional and ultimate editions it can be installed.

win xp can run/install 32bit and 16bit.
is there any other software to install 16bit apps?

64 bit operating systems do not support 16 bit applications.
You would need to install a virtual machine such as VirtualBox or VirtualPC and then install XP (or any other compatible OS on that). You would need a legal copy of this OS to do the install.
