Specs: Windows 7
if someone uses my laptop to surf the web, and does so on inprivate browsing to stop me from knowing what was surfed, is there a way or free software that will allow me to see my browsing history , even on inprivate browsing?

No, it's called private browsing for a reason. It doesn't save cookies, history etc. Password your computer if you don't want anyone using it.

If you have a router, you might find a history of visited sites within it's records (if it's yours, and you have the password to enter set-up/maintenance).

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.

Strangely enough IE 9 beta displays the browser history, even when using InPrivate. Must be a beta issue - it completely defeats the purpose of InPrivate. So I guess you could upgrade to IE 9 beta, open the browser as InPrivate and try typing "www" in the address field.
