If I shutdown the laptop with the touchpad disabled, when I

Specs: Windows 7
Toshiba Satelite laptop running Windows 7 Home.
I have found that if I disable the touch pad while using a wireless usb Mouse and
forget to enable the touch-pad before shutting down. When I restart the computer, with no mouse attached the touch-pad is still disabled and I can not get past the log on screen because I can not move the mouse.
How can I get the touch-pad to be enabled on start up.
I know I can reconnect the mouse and use it but if I should not have an external mouse, what then?

Use the keyboard to move the cursor, usually the TAB, Space and Enter Keys will suffice:

The corsor is in the middle of the screen and nothing makes it move.
Really would like to know how to have the touch pad enabled on start up.
