Solved IE refusing to let me download

Specs: Windows 7
This is my first time coming here with a problem so please be gentle with me!
I noticed a few months ago that I was having some 'issues' with my computer. AIM wasn't showing any buddy icons (mine or buddies) and eventually that I couldn't download things from IE. When I try to play a java game (runescape 3) it asks me to update my java which..as far as I know I have the latest one. So color me confused.

I started off with trying safe mode: networking. AIM buddy icons were on. IE was able to download things (I couldn't update java in safe mode. java doesn't allow it).

Any suggestions or help would be appreciated!

I have:
Windows 7
Malwarebyte Anti-Malware

Any other information I can provide for you please let me know!


Edited in: I have firefox and Chrome and I can download from both just fine (though firefox does freeze up sometimes. Not sure this has anything to do with the above problem)

1: Uninstall ALL Java with this.
To remove old and redundant versions of the Java Runtime Environment:

2: Uninstall ALL flash using this.
Use IObit Uninstaller

Do a Standard Uninstall & then the Powerfull Scan to remove all the lurking bits.

3: RunTFC

Please double-click TFC.exe to run it. Note: If you are running on Vista/Windows 7/8, right-click on the file and choose Run As Administrator).
It will close all programs when run, so make sure you have saved all your work before you begin.
Click the Start button to begin the process. Depending on how often you clean temp files, execution time should be anywhere from a few seconds to a minute or two. Let it run uninterrupted to completion.
Once it's finished it should reboot your machine. If it does not, please manually reboot the machine yourself to ensure a complete clean.

Reboot & do your tests after each stage, don't reinstall Java or Flash at this point.

You could try IE Reset:

IE > Tools > Internet Options > Advanced tab > Reset button.
If you can't find the above then press the Alt key first.

You will lose addons and customizations but the addons come back after a bit of usage.

Love visual aids! However when I did this I found that Downloads was already enabled. So this isn't he problem either :(

Try IE in safe mode (that's IE itself, not Windows Safe Mode). Use whichever of the methods below that you prefer:

If you can then get downloads it points to a bad addon, which is possible and can be dealt with.

I was a little tired so I ended up doing all three instead of rebooting between each stage. I am sorry and I do feel a little shamed about it. Good news is that one or all three of them fixed the problem! Thank you Johnw !! I had been fighting this problem for months!
