icons not popping up

Specs: Windows7
I have a Toshiba Laptop and the icons won't pop up on the screen. I can not use it at all. The arrow will move on the screen but that's it. Can someone give some idea of how to fix this

I'm not sure what you mean. If you are referring to the regular desktop icons, you need to double click on them to open them. If you are referring to the new area along the bottom, regularly used programs that you keep as a shortcut there must be clicked on to open them, BUT when they are opened and MINIMIZED will pop up when you hover over them to show you running programs. I don't know of anything else in windows 7 that pops up when you hover over them.

This works on XP, not sure about windows 7.
Right click on any blank part on the desktop, left click on arrange icons by and then left click on show desktop icons.
