Try the offline installer method: https://support.google.com/chrome/a...

Install, update, and run Malwarebytes to make sure that you do not have some type of infection causing the problems. Remove all it finds.
Restart the machine since any system file errors that are loaded in RAM will be cleaned out and reloaded from the hard drive. This is often overlooked but many times 'fixes' issues that are stubborn and appear to have no source.
Manually run Windows update and except all important updates, this usually includes a malicious software removal tool that usually helps here also.
Make sure that you completely uninstall Chrome, delete the installer and download a new copy of the installer to be sure that you have a clean copy.

You have to be a little bit crazy to keep you from going insane.

Fingers, Re #2

"Manually run Windows update and except all important updates"

Think there was a small typo:
"Manually run Windows update and accept all important updates".

I'm not nit-picking, just wanted to ensure there was no misunderstanding about your valued input.
