Are you scanning the hard copy?

Do you have Word 2007 or newer?

What is the file type that you do have?

There are also file converter programs. The link below claims to convert many file types to PDF for free. I have no knowledge of that program.

I have used a few different scanners and their software and most appear to have an option to save or export it as a PDF.
Another option is to save it as a Word document and convert it later. Openoffice.org is an alternative office suite (free download) and it can open a Word document (and many other office formats) and export it to PDF.

You have to be a little bit crazy to keep you from going insane.

Scan's tend to be in a form of an image. That can be converted usually to a pdf. If you want it to be in a form of text pdf then you need to scan the document into an OCR program and then convert it.

I tend to use LibreOffice to convert but as noted, there are many good ones available. The best is still Adobe's professional pdf application.
