There is a rash of non-working crystal balls, please post your system specs. This is essential in solving your problem since the problem may be related to a number of things, some of which are hardware related. Include make and model, CPU make, model, and speed, Graphics (onboard or card)make, model, speed, and graphics memory size and speed, power supply (especially if you upgraded video card on factory machine) wattage/amperage, amount and speed of memory (RAM), etc.

You have to be a little bit crazy to keep you from going insane.

If you can setup and run performance monitor on a lan system it would record what is going on and you may be able to diag it.

If not then you may be able to use performance monitor on that system but the log sometimes messes up the readings.

Try updating drivers for motherboard from Gigabyte and Video card from NVidia and make sure you specify Windows 7 64bit when entering choices. Also check all BIOS settings to make sure you are optimized for all of your hardware and 64bit. Make sure you do not have excessive programs running at start up (msconfig, start tab). See if your antivirus program has a Gaming setting (Webroot has one. Where you can specify the number of hours to run in gaming mode which shuts off some of the monitoring and all of the warnings except the most urgent ones so gaming is not interrupted).

check your ram usage while playing 2gb seems a little low.
also check heat temps, if it lags for a while then speeds up again it may that your cpu is throttling down due to overheating.

but cant help myself....

I just notice that you did not post specs on your power supply. Is your power supply enough for your Quad, your 9800GT, and everything else loading your system? Unless you are absolutely positive, post the make, model, wattage, and the amperage on each of the primary rails. You could be holding back your video card with low current just when it needs it the most, the slowing or pausing may be your video card's way of dealing with the lack.

You have to be a little bit crazy to keep you from going insane.

We all made suggestions and asked some questions. You choose to ignore or dismiss many of them.

Windows 7 64bit NEEDS 2GB memory as a MINIMUM and runs MUCH better with 4GB and with some programs it may need more even (though probably not on most gaming). 4GB for you would be much better.

You have not posted specs on your power supply, so we must assume you are absolutely positive you have enough power.

If you have a restarting issue, it can point to other problems like a bad RAM stick - Use Memtest86 to test your RAM.

You can have an overheating issue if your heatsink or vents are clogged up with dust, your CPU heat sink is not secured evenly at all 4 corners, or one of your fans is not running. Use SpeedFan to monitor your internal temperatures and your fan speeds.

Energy saving features activate only when you are not stressing your processor, most like speedstep (CPU, but controlled by board) lower your CPU effective multiplier during idle and low usage to save energy and to allow the processor to cool down, but these quickly power up again as soon as the load is applied.

Seriously try these things in a systematic manor without dismissing them and report back your results. Then if you are still having problems, people will know you are taking this seriously and based on your results, will have a better ability to help you. Trouble shooting is often a process of weeding through the most obvious possibilities and working down to the more obscure ones. But it is a process and if you do not want to participate then take it to a pro and hopefully they will not just begin replacing expensive hardware and billing you for it and the time. Some 'Pros' really DO know what they are doing, you just need to find them.

You have to be a little bit crazy to keep you from going insane.
