I keep losing window internet Explorer. Need help to restore

Specs: Windows 7
I can't download Symtec Norton Virus protection software. Keep crashing I guess. Some warning keep popping up while surfing the web pages. Something interfering with me window 7 or they are trying to sell their protection program instead of Norton's.

Why would you even want to?

It sounds like your system is already infected with "rogue-ware". We need to know the details about this popup to help you to remove it.

The very first step should be to download, install and run MalwareBytes freebie (if it will let you) as it often unearths things that AV's miss:

Start the system in Safe Mode with Networking. This should prevent most things from starting with Windows, including most infections/malware. Then download, install, update, and run Malwarebytes as mentioned above by Derek. Remove all it finds.
If you are not able to do these, try running a System Restore and select a restore date at least a week before you began noticing anything unusual on the computer. After the System Restore completes, restart in Safe Mode and repeat the above with Malwarebytes to remove any remainders of the nasty(s).
I strongly advise you to reevaluate your choice of antivirus program. Norton is not the best choice (McAfee is worse). Far better is the Free version of Avast and my personal favorite is Webroot Secure Anywhere, especially if you prefer to pay for your protection (they have a nice discount for 3 and 5 machines). Webroot operates nearly invisible in the background, it is light on the system's resources, Powerful, and does not need to warn you about it updating or scanning. You will never know it is there, except when you really need it.

You have to be a little bit crazy to keep you from going insane.
