Specs: Windows 7
Can I switch off voice feature command as everytime I start up Internet Explorer on Windows 7 to bring up Google Home Page, a man's voice starts telling me how to delete cookies?

There is no voice feature built in to Internet Explorer. Something else is doing it - like a virus maybe.

Scan with Malwarebytes, remove all it finds.
Look at browser add ons and see if you picked up an add on that is causing this advertisement and remove anything you did not actually add or want. Then MANUALLY delete all cookies, internet history, etc. to make sure you do not have an ad cookie or something else that is causing this.

You have to be a little bit crazy to keep you from going insane.

There might be a accessibility feature enabled. See help and support for accessibility settings. .
