You have been conned into clicking on a pop up that's messed up your system.
Don't take any notice of pop up messages from the web telling you that you have a problem. If you have a problem, you will know about it without them.
Now to get you fixed up, if you have a previous restore point before things went pearshape, use the system restore option to a date prior to this happening.

if your system is a named manufacturer, you will have a hidden hard drive partition that will reset your system to the day you bought it..save only the files you really need, scan them carefully and then run your factory restore.
usually you need to tap an F key at boot to get into the recovery partition.

i hate computers!
but cant help myself....

'use the system restore option to a date prior to this happening.'

I don't know where you get that information...once you click on a fraud program you embed it in your registry and you have to use the proper cleaners to clean things up.

Now for the problem:
download and run these 3 cleaners in this order
1- rkill.exe (stops the malware process)
2- tdss killer (removes the unwanted rootkit if found)
3- malwarebytes (run in full scan mode & remove all it finds)
If you don't know how to find those, try this:
