Solved I can't download any files

Specs: Windows 7
when I begin to download a file or open a program say publisher the "View and track downloads" screen pops up and even after I save and run the file it never opens.

There seem to be two things wrapped together here.

Are you saying that, without downloading anything at all, whatever program you open you get this "View and track downloads" popup? If so please give a few more examples of programs that do this.

As regards downloading, give an example of a Saved file that won't open when double clicked (including the file extension).

The fix for 'view and track downloads' acting up seems to be to reset IE:

You may also be able to turn off that feature by going to tools--view downloads--options.

I'm not sure why downloaded files won't run. As Derek said, it may be a separate issue.
