I can send emails with but not receive them ,why is that ?

Specs: Windows 7
For several years I have been using Thunderbird as my email client without problems but recently I found that although I could send emails no emails were being received. can you help me please ?

I do not use Thunderbird so I cannot guide you how to check things. But you should check two things at the very beginning: (1) Mail receiving settings, ports, etc. (2) Firewall settings blocking some incoming signals.

Are they appearing in "Sent Items"?

What happens if you try to send yourself an email?
