Boot to repair tools either by F key or by booting to a Windows 7 dvd.

More details would be very helpful. A little bit of history of the problem on the problem would be very helpful. Was there any major change in software or hardware just before this happened? Was there an update or driver update just before this happened? Was there any unusual things happening just before this occurred?
Try a System Restore from Safe Mode to a date that it was running normal.
Run msconfig Boot tab and select Normal Boot option, Apply and restart the machine.
Download new versions of all of your drivers from the manufacturer's website and install them, reset boot in msconfig again and restart. Major (incorrect) driver issues, especially video drivers can cause safe mode only boot since only default minimum drivers are used in Safe Mode.
Post results and additional information for additional suggestions.

Hi chrisali
My name is Sneha Mangalam and I work for the Social Media and Community Team at Dell.

In reference to your query, you can try following steps, as there is also a possibility that the option “ restart the computer in safe” mode is checked.

Start - type in Search box -> MSCONFIG find at top of list - Right Click on - RUN AS ADMIN

In MSCONFIG - Boot tab - Boot Options - uncheck SAFE BOOT = APPLY / OK

Let us know if this helps

Thanks & Regards
