Flashing monitor could be a low refresh rate, check your refresh rate, your LCD should be at a minimum of 60Hz, but 75Hz would be much better (or as close as it will let you go). If you suspect an infection, scan with malwarebytes to pick up what your antivirus program may have missed. If these do not help, try updating your motherboard/video drivers from HP's site. If you suspect unauthorized programs, install Process Explorer from Microsoft to see more details on what is running. Once you know what is running, you can stop it, remove it from starting when windows starts, or uninstall it completely.

You have to be a little bit crazy to keep you from going insane.
If all else fails, read instructions.

if this laptop is still under warranty take it back
otherwise,
does it only flash when you are on the internet?
download speedfan and check your temps.
does it flash on and off or is the brightness going up and down in flashes or is it flashing colours???

open msconfig in the run box and stop any startup process's that are not microsoft, and then reboot, check the internet again.
if the machine fails to start tap f8, go to safe mode and restart the processs you stopped

i hate computers!
but cant help myself....
