Open a Run window (Windows Logo key+R), type netplwiz and press Enter. Remove the tick from “Users must enter a user name and password” > OK. You may have to type the user account name/password just the once to complete the process.

To bypass entering a password after hibernation, go to Control Panel > All Control Panel Items > Power Options > Require a password on wakeup (in the left pane) and put a check mark in Don’t require a password.

Whoops, I've just noticed you said 'Power on password', I misread it as the Windows password.

If this is the main start-up password, the first thing you see when the computer starts you can disable it from within the BIOS. To get to the BIOS you need to know the password to begin with

You go to the password option and change it to nothing by depressing the enter key. As Stuart stated you first enter the old password, then you can change it.
