✔ Best Answer
Google for "FastStone Capture". There is a free version.

Turning off hardware acceleration can often allow you to do this.

Windows inbuilt "Snipping Tool" may be able to do this. Can you pause the video?

"VirtualDub" freebie can output a series of stills (jpg's) from a video or a selected part of it. It can only handle AVI's, so if it is any other format then you would have to convert the video to AVI using something like "Super File Converter" freebie.

Don't know of anything that is quite what you are asking for. Maybe you can work something out from the various ideas.

Often capturing with hardware acceleration on full manges to get between frames so you can get black nothings or part pictures when you view later.
