Your laptop actually runs Windows 7 64 bit version that does not support legacy 16 bit DOS applications as Windows XP did being a 32 bit system. Your only chance is to install a virtutal machine, set up a DOS environment and run your application inside the guest environment. To follow this road download VirtualBox (free), FreeDOS (free) and read carefully the associated documents to know how to do.

Just for info, without a virtual machine:

a 64 bit computer will run 32 bit but no less.

a 32 bit computer will run 16 bit but no less.

Always pop back and let us know the outcome - thanks

For sake of precision:

An Intel 64 bit processor can run 16 bit applications if and only if equipped with a 32 bit operating system since the software is the enabling key, not the hardware.

A full explanation would need a talk on systems architecture and this not the time and place.

You don’t have to go in the ordeal of installing a virtual DOS machine to run your accounting program.
The alternative is to install vDos (www.vdos.info). Your program could run better in vDos/Windows 64 than it ever did in NTVDM/Windows 32.
