Is this a joke? Click the Start button, put your mouse pointer on the arrow next to the Shut down button, then click Restart

The 1st thing you need to do is list the make/model of your system or the system specs (CPU, motherboard, RAM, etc).

Rebooting is simply restarting.
A Factory Restore is a system restore back to the way it was shipped to you from the factory (loosing all programs and files you installed and saved). This is probably a little bit too drastic at this point since there are a few things that you can do that can bring your system back that are less drastic. List your system information, but try ALL of these and let us know how that went:
1- Uninstall programs you never use.
2- Do a Disk Clean Up. (Repeat this Monthly)
3- Clean out your Browser (History, Cookies, Temp. Internet Files, Etc) (Repeat this clean out one Weekly).
4- Reset your Browser to delete Cookies when you close it.
5- Reset your Browser to Keep History for only 2 or 3 Days.
6- Use msconfig, Start Tab, and uncheck all except Microsoft and your Antivirus program, Apply and Restart the Machine (Anything unchecked can be added back later if you need it).
7- IF you use Norton OR McAfee Antivirus, UNinstall it and Install Avast (Free Version) instead (Strongly Recommended). Those are system hogs!

You have to be a little bit crazy to keep you from going insane.
