Solved how to reboot a laptop

Specs: Windows 7
very slow and alot of pop-ups,shockwave appear frequently,error website appears,sound goes louder and lower sometimes,there are programs that i dont need anymore,i need to reformat all the programs like new.

You can systematically clean the system out, or start over with a Factory Restore. Note that a factory restore will wipe the hard drive so any files that you want to keep will need to be saved (back up) to an external drive or media, all programs that did not come with the machine will need to be reinstalled, and all settings and updates will have to be done over again.
Most modern laptops come with a recovery partition that can perform the Factory Restore but accessing it is different on different machines. Go to your online manual at the mfg's website and look it up,or Google your make and the words "Factory Restore Key". This typically is a keyboard key or keys that you tap during boot up.

You have to be a little bit crazy to keep you from going insane.

Just to clarify the terminology "Reboot" simply means powering off the computer then powering it on again. You need either reformat/reinstall or factory restore depending on what is provided by your computer. If you are not sure let us know the computer make and model number.
