How to play DVD+R disc onto my PC and copy for edit

Specs: Windows 7
converted old video tapes onto DVD+R discs and cannot play on PC. How can I get them copied onto a disc that will play on my computer and one that I can edit.
I have nounderstanding of the different types of discs so what type of discs would I need to record on that allows me to edit them.

You can't just COPY the material off the video tapes onto any DVD disk.

Your DVD writer should be able to use both DVD+&- formats.

You do the editing BEFORE burning the disk. See the link below for some additional help.

I DID copy my old home video tapes onto a DVD disc. My problem is that I cannot get my PC to read the DVD+R disc. I want to be able to transfer the contents of the DVD onto a disc that can be run on my computer and I can edit. I need to know which type of disc to use which will enable me to edit on my PC.
