how to permanently adjust clock on windows 7

Specs: Windows 7
Using Windows7 with a domain. All PCs on our network show time that is 13 minutes fast. Windows7 does not allow internet sync when using a domain. Manually adjusting the time is just a temporary fix until the next resyncing interval. Is there a way to permanently fix time?

I would think the domain controller clock is off.

Thanks wizard-fred. I will mention this to our IT guy. I imagine this is something that needs to be done on the file server and unfortunately, he is the only person with the authority. I have printed out Microsoft instructions on how to synchronize the domain controller with an external time source. I would run through the steps if I could. Thanks again.
