How to move Windows Above Top on W7 netbook

Specs: Windows 7
I'm on a netbook (screen height of 600px) and find that many windows are just too tall for me to see all fo this.

I want to be able to move the window above the top of the screen, but Windows keeps shifting it back down automatically. How can I stop it from doing this?

Might be how the mouse interacts with the page. Something like focus on mouse or such?

Well it's weird, since when I disabled Aero, if I move the window by keyboard control up high, it shrinks the top of the window down do a point where I can still see about 5 pixels of title bar.

It's irritating, as this is not high enough and it's entirely useless if Windows squashes the window height of any window I do this to. Is this a feature I can turn off?
