FIRST you MUST make sure Windows 7 CAN run on the hardware!
On a working system you simply go to Windows 7 site and run the compatibility tester.
If the system is not bootable due to no operating system and you are sure it is otherwise a working system THEN go to system mfg's website if it is a manufactured system or component manufacturer's websites (all) and make sure there are Windows 7 drivers available for all of the hardware and download these onto a flash drive for later use. If there are no drivers then DO NOT PROCEED, it will be a waste of time and money. SOMETIMES Vista drivers will work, but not always (and working Vista drivers can suddenly stop working after a security update in the future) and XP drivers will NEVER properly work if at all.
ALL that said, IF you get the all clear AND you have downloaded all of the needed drivers, you just need to set the BIOS boot order to the DVD drive first, put in the install disk and start it. If the hard drive has any operating system on it (other than a working copy of Vista) Choose Custom and Partition/Format, Delete any partition you find and create a new partition and format it (if you plan on making additional partitions, just make the one for now and do the others later with Disk Manager withing W7), then proceed with the install. Any major disk problems or memory problems will show up during the formatting, minor ones may show up during the install if there are any. If you suspect disk problems and have not already tested it with disk mfg's utility (recommended) then choose full format rather than quick format, this may take hours depending on the disk size but may show errors and may even fix minor ones.

You have to be a little bit crazy to keep you from going insane.
