How about listing what you actually did as well as your system specs and what you are doing with it that you need faster.
Your system specs will tell us if you are lacking a simple upgrade like more memory or a graphics card (desktop only) for improved graphics rendering and gaming.
The list of what you already tried will tell us if you missed something that might help without listing many things you may have already tried.
What you are using it for will tell us where best to recommend any upgrades or target certain problem areas.

Aside from getting a hot new computer, performance improvements are NOT a magic bullet, will NEVER be a simple download, and despite all advertizing is ABSOLUTELY NOT a visit to a website that claims to make your computer faster. In the long run it is keeping your computer clean, removing junk programs and processes (including some antivirus programs) that slows your computer down, and targeting a few upgrades to what you need most.

You have to be a little bit crazy to keep you from going insane.

Indexing may be all you need to turn off in order to speed up your system.

Open Computer. Right-click your system drive and the other drives/partitions, uncheck indexing.

Have you tried installing latest patches? That may be the problem. Or, when in Windows 7, try running GTA 4 in compatibility mode. That may solve your problem as it may be a compatibility issue.
