How to fix Black screen error?

Specs: Windows XP

I currently have a toshiba laptop I am running windows 7 home here is whats happening

I turn it on and right after i get the windiows logo the screen is black with the mouse pointer in the center of the screen i am able to move the mouse but nothing happens ctrl alt del does nothing. What can I do? Please help me guys.

Tap F8 a few times when you boot it. If you get to the menu, choose, last known good configuration. If that doesn't work, try VGA mode or safe mode.

First, remove all possible peripherals and start the computer;
then try to tap F8 during the starting process and enter safe mode if "last known good" won't work;
if you can enter safe mode, it's probably a driver or some other programs corrupt the starting process, try to recall what had been added/changed before the problem appeared, and roll back or uninstall the updates/installation/etc

If you fail to enter safe mode, it's very likely you have a corrupted boot file, you have to use the installation disc or other recovery disc to do a boot recovery, or go to a command prompt to manually rebuild the boot files.

Keep me posted after the you try the first several methods, if you finally end up with needing boot file recovery, I can help you with the commands.
