In windows 7, there is a link named Documents and Settings. It's linked to c:\users.
In this folder, all the user profiles are stored.
Here you will also find the startmenu and you can make your changes.

How did you try that?
I suggest to run windows explorer by typing it into the search field of the start menu, rightclick the found windows explorer and choosing run as administrator.
Then navigate to \users, choose the profile you wish to make changes, and make the changes you'd like to.

Btw.: What do you want to change in the start menu?
