Solved How to change key assignment in Windows application?

Specs: Win 7
I have been using a Windows application for many years in which I very
frequently switch between document windows with Ctrl-F6 and Shift-Ctrl-F6.
It is very clumsy to press those key combinations. I'd like to reassign the
function to other keys. The Page Up and Page Down keys don't appear
to do anything in the program, so I'd like to try using those. The program
doesn't have a built-in way to change key assignments. Does Windows?
Is there a way?
