netsh interface ip set address "LAN" static %IP_Addr% %Sub_Mask% %D_Gate% 1

You need to set the

IP_Add - IP Address (Static)
Sub_Mask - Sub Net Mask
D_Gate - Default Gateway
And LAN is the name of your adapter which you can get through ipconfig.

Once you do this don't forget your DNS...

netsh interface ip set dns name="Local Area Connection" static 192.168.1.1, 0, True

If you want to use DHCP (Dynamic IP) then...

netsh int ip set address name = "LAN" source = dhcp
