How does a user on a domain install programs

Specs: Windows 7
A user on a domain is having trouble installing/runnning programs and making changes to software.They cannot adjust the update settings of Java RE or run norton commander.
Each time he makes a change it is undone and if wanting to install software he needs to "run as administrator".

He also recieves a Microsft C++ error when running Adobe 9 and Norton Commander.

The user does have admin rights on both the domain account membership and the local profile too.

How can this be resolved

Users should never ever be admins in the domain or on the local pc.
This is a bad practice that will allow malware to destroy your network since it is running under the same user credencials.

You need to confirm what the users local credencials are. Someone doing restrictions at the ntfs level? If you logon do you get the same issues?
